Md. Habibur Rahman, BPAA, Senior Secretary, Power Division, Ministry of Power, Energy and Mineral Resources, taken over the responsibility of Chairman of Power Grid Company of Bangladesh Ltd. on 21 January, 2023. Before elected as a Chairman, he worked as a Director since 20 November,2020. Mr. Rahman joined Bangladesh Civil Service (Administration) cadre in 1991 and belongs to the 10th batch. He started his career as an Assistant Commissioner in the Office of the Commissioner, Rajshahi Division and subsequently posted in the Office of the Deputy Commissioner, Natore and worked there as an Assistant Commissioner & Magistrate till February 1993. Then he worked in the Refugee, Relief and Repatriation Commission at Cox’s Bazar from March 1993 to February 1994. Later, he worked as Assistant Commissioner (land) in Habiganj Sadar from April 1994 to September 1996. He served a two-year term as Assistant Director at the Bureau of Anti-Corruption from October 1996 to November 1998. Afterwards he was appointed as Assignment Officer in the Prime Minister’s Office where he worked till September 2001. As Senior Assistant Secretary he worked in Finance Division from January 2003 to September 2005 and in the Ministry of Education from February 2006 to May 2007. The high point of his career, however, has been his long stint of more than fifteen years in the Finance Division. He was one of the early bunches of officers who steered the transition from traditional method of budget making to the Medium-Term Budget Framework (MTBF). There, he worked as Deputy Secretary (Budget-1), joint Secretary (Budget 1) before being elevated to the position of Additional Secretary (Budget 1) and was the lynchpin of national budget preparation for more than a decade. He was also a Budget Specialist in the Financial Management Reform Programme and Deepening DMTBF and Strengthening Financial Accountability Project of the Finance Division. He has been teaching all areas pertaining to Public Financial Management at the Institute of Public Finance and most other training institutes and has been instrumental in developing a critical mass of Civil Servants steeped in Public Finance. Mr. Rahman earned his BSc. and MSc. in Applied Physics and Electronics from the University of Dhaka. He holds another Master degree in Economic Development Policy and Research from the University of Birmingham, UK. He attended plethora of training programmes on Government Budget Management, Public Financial Management, Professional Development and Performance Management from India, Singapore, USA, UK and New Zealand and several other countries. In addition, he attended numerous seminars, workshops, study tours and official visits at home and abroad. Mr. Rahman is a recipient of the prestigious Public Administration Award 2017 for his outstanding contribution to the Public Sector. Mr. Rahman hails from Bangakha village of Lakshmipur Sadar Upazila of Lakshmipur District. He is married and blessed with three daughters.

Engineer Md.  Mahbubur Rahman

Engr. Md Mahbubur Rahman took over the charge as Chairman (Grade-1) of Bangladesh Power Development Board (BPDB) on 31 January 2022. He is the 38th Chairman of his organization. Before joining as Chairman, he was the Member (Company Affairs) of BPDB. Engr. Md Mahbubur Rahman was born in Shariatpur district on 1 September, 1963. Mr. Md Mahbubur Rahman obtained B.Sc. Engineering (Civil) degree from Bangladesh University of Engineering and Technology (BUET) in 1986. He did his M.Sc. Engineering (Hydro-Power) degree from the Norwegian University of Engineering & Technology, Norway in 1995 with a full scholarship from the Norwegian government. He later obtained MBA degree from Bangladesh. Besides, he also completed various professional courses from Oxford University of United Kingdom, Kochi University of Japan and Melbourne Institute of Technology of Australia. Mr. Md Mahbubur Rahman joined Siddhirganj Power Station of Bangladesh Power Development Board on September 1, 1986 as an Assistant Engineer. Later he worked as Sub-Divisional Engineer and Executive Engineer at Siddhirganj 210 MW Thermal Power Station Construction Project, as Director IPP Cell-1, Director IPP Cell-3 and as Chief Engineer Private Generation. Later he also served as Member (Distribution) of BPDB. Currently he is also the Chairman of BR Powergen Ltd. and Member of the Board of Directors of Bangladesh-India Friendship Power Company Ltd., Bangladesh-China Power Company (Pvt.) Ltd. Bay of Bengal Power Company Ltd., Ashuganj Power Station Company Ltd., Coal Power Generation Company Bangladesh Ltd., Nuclear Power Plant Company Bangladesh Ltd., North West Power Generation Company Ltd., Sembcorp North West Power Company Ltd., Bangladesh-China Renewable Energy Company Ltd., Titas Gas Transmission & Distribution Company Ltd. and Bakhrabad Gas Distribution Company Ltd. He is the member of the Governing Body of Bangladesh Power Management Institute. Engr. Md Mahbubur Rahman visited various countries including USA, Russia, Japan, United Kingdom, Australia, Germany and Switzerland for training and professional purposes during his long career. He is married and blessed with two children.



Dr. A.B.M. Harun-ur-Rashid

A. B. M. Harun-ur-Rashid received B.Sc. in Electrical & Electronic Engineering from Bangladesh University of Engineering and Technology (BUET) Dhaka, Bangladesh in 1984 and M.Sc. in Engineering from Oita University, Japan in 1988 and Ph.D. from The University of Tokyo, Japan in 1996. He has been serving as faculty member in the Department of Electrical & Electronic Engineering at BUET since 1996 where he was promoted as Professor in 2006. He also served as Design Engineer at the Tokyo Design Center of Texas Instruments Japan Ltd. between 1988-1993 where he worked on the research and development of Bi-CMOS process for mixed signal VLSI circuits. He was a Research Fellow at Research Center for Nanodevices and Systems, Hiroshima University, Japan between 2001 to 2003 where he demonstrated very small size integrated antenna with very high transmission gain achieved by proton implantation on a Si-substrate. Dr. Rashid is a senior member of IEEE. He was the president of IEEE Bangladesh Section in 2010, founding Secretary of IEEE Electron Device Society Bangladesh Chapter, and took the leadership in founding the IEEE Communication Society Bangladesh Chapter, joint IEEE EDS/SSCS Bangladesh Chapter and IEEE Women in Engineering affinity group of IEEE Bangladesh Section. Dr. Rashid received Japan Society for the Promotion of Science (JSPS) postdoctoral fellowship for conducting joint research with the Research Center for Nanodevices and Systems, Hiroshima University, Japan for 2 years between 2001-2003. He also Received Tokyu Foundation Fellowship for the first and second year of the Ph.D. Course (Oct 1993-Sept 1995) at the University of Tokyo and Received Rotary Yoneyama Fellowship for the 3rd Year of the Ph.D. Course (Oct 1995 -Sept 1996) at the University of Tokyo. He also received the Japanese Government Ministry of Science, Education, Culture and Sports (MONBUSHO) Scholarship from April 1986 - March 1988 to complete Master’s degree in Electronic Engineering and from April 1985 - March 1986 to study the Japanese Language Courses. Dr. Rashid have published 55 technical papers in various peer reviewed national and international journals and conference proceedings. He hold Japanese patents EP1617475 awarded in January 2006 and KR 1020057019981 awarded in February 2006.



Engr A. K. M. A. Hamid

Engr. A. K. M. A. Hamid is a director of PGCB and the Dhaka WASA Board. Also a board member of the Bangladesh Technical Education Board (BTEB) and a member of the BQF Committee of the GoB. Member of the Dhaka Officers Club and Honorary Member of the Colombo Plan Staff College (CPSC), Manila, Philippines. Engr. Hamid is a member of Skillman Network, an organization of the EU. He served as a member of the National Water Council, a member of the National Housing Policy Committee, a member of the Committee of Dhaka and Neighboring Area Flood Protection Works in 1985, and on many other committees of the Government of Bangladesh. Recently, he was nominated as a director of the Bangladesh chapter of the Global Entrepreneurship Network, a platform of 180 countries aimed at making it easier for anyone, anywhere, to start and scale a business. He is the editor of the Karigar, a socio-technical journal of IDEB, and co-chairman of the SAARC Diploma Engineers Forum (SDEF). He is one of the founders of IDEB. Engr Hamid is the SAARC Diploma Engineers Forum (SDEF)'s founding Secretary General.The Mid-Level Engineers Forum of Asia Pacific was established under his dynamic leadership. Mr. Hamid established Kabi Nazrul High School, located in Keraniganj, Dhaka, on January 1, 1975. Engr Hamid served in Dhaka WASA in various positions & retired as Superintending Engineer in 2006. He also associates with and works with many government & international organizations. He was the director of BACCO and the managing director of a call center. He received a Diploma Engineering Degree in Civil Engineering from the Bangladesh Technical Education Board in 1969. He also studied and obtained different certificates from the University of Dhaka on research methodology, water treatment plant and waterworks design in Japan, utility management of the Tokyo Metropolitan Authority, Japan, and leadership capacity enhancement at the Swinburne University of Technology in Australia, etc. Engr. Hamid is the foremost columnist in the country. He is known for his writing on engineering and technology, as a development researcher, and for his development thinking. He is a pioneering personality in the implementation of the rights of the masses. His dynamic role facilitated the IDEB's making the historical decision to join the great war of liberation in Bangladesh in 1971.



Dr. Shahjahan Mahmood

Dr. Shahjahan Mahmood comes with an experience of 24 years in the field of Communication Engineering, Corporate Governance, Acquisition Process, Technical Management, Policy Formulation and Implementation. Currently, he is working as the Chairman of Bangladesh Satellite Company Limited (BSCL) from 12 July, 2018. Before joining this position, he worked as the Chairman of Bangladesh Telecommunication Regulatory Commission (BTRC) from October, 2015 to May, 2018. From 2012 to 2015, he was the Software Lead and then a Systems Engineer in the Program Office for the Acquisition and Modernization of a Surveillance System at US Marine Corps at Quantico Marine Base, VA, USA, From 2004 to 2012, he worked at the Naval Surface Warfare Center (NSWC), Indian Head, MD, USA on a wide variety of problems, such as safety analysis of weapons, health monitoring of solid propellant rockets, information assurance of computer networks. Before joining NSWC, he worked for 4 years at the Naval Research Lab, Washington, DC as a Systems Engineer in Electronic Warfare Branch and another 4 years at the Naval Air Warfare Center, Aircraft Division (NAWCAD), Patuxent River, MD in the Simulation and Stimulation Branch developing software for simulating IR and UAV sensors on aircrafts. He graduated from Bangladesh University of Engineering & Technology (BUET), Dhaka earning a B.Sc. Engineering (Electrical) degree. He obtained an M.S degree in Operations Research from Massachusetts Institute of Technology (MIT), Cambridge, MA with a major in Communication Engineering and a Ph.D. Degree in Systems Engineering from the same school. He taught graduate level courses in Stochastic Processes as an Adjunct Faculty for 3 years at the Florida Institute of Technology, Pax River Campus, MD. He has presented research papers and chaired many sessions on Structural Health Monitoring in conferences held at Stanford University, Tokyo, Spain, Italy, UK and other countries.

Being a third-generation lawyer, Mr. Sajed Ahammad Sami comes from a family deep-rooted in our legal heritage with his father being a Justice of the Supreme Court of Bangladesh and his grandfather being a Deputy Magistrate of the then British India. Mr. Ahammad completed his LLB (Hons) and PgDL from Northumbria University, Newcastle, UK and LLM (with Distinction) from Georgetown University, Washington DC, USA. A Barrister of the Lincoln’s Inn, UK and Attorney at Law of Supreme Court of the State of New York, USA, Mr. Ahammad is an Advocate of the Appellate Division of Supreme Court of Bangladesh. As a multi-jurisdictional legal professional, Mr. Ahammad has amassed extensive experience in his legal practice in various countries, including USA, England, France and Bangladesh. Mr. Ahammad is the Managing Partner of one the leading boutique law firms of Bangladesh, Ahammad, Jonaed & Partners. He has vast experience in both contentious and non-contentious matters, with particular focus in judicial reviews, admiralty and maritime, direct & indirect taxation, arbitration and company matters. Mr. Ahammad has niche expertise in corporate structuring, regulatory compliance, foreign direct investments, mergers & acquisitions, and cross-border transactions. Apart from his legal profession, Mr. Ahammad is also a Director of export-oriented garments manufacturing and trading companies, Colors & Stitches Ltd. and Sartorial Bangladesh Ltd. Dr. Mahfuzul Hoque

Dr. Mahfuzul Hoque

Dr. Mahfuzul Hoque is a Professor Department of Accounting and Information Systems, University of Dhaka. He joined the department in 1992 and promoted to a Professor at the department in 2008. He has served in several autonomous organizations successfully with true contribution in Bangladesh. He was the director (Learning and Professional Development) of the Institute of Chartered Accountant of Bangladesh (ICAB) from April 2011 to March 2014. He was the Secretary (in-charge) of the ICAB from February 2013 to March 2014. During the tenure he contributed in reformation through the policy planning at ICAB. He is the Director of Master of Professional Accounting (MPA) program at Dhaka University from July 2021 - Till to Date. Before being the director of MPA, he completed his position as a Director of MAT (Master of Accountancy in Taxation) program at Dhaka University. He was the Advisor of MBA, EMBA and MBM Programs, East West University, Bangladesh. Currently he is holding several positions in different autonomous and volunteer organizations of the country for policy development and to enhance coordination, communication in international area as well as poverty reduction in Bangladesh. He is holding the position of the director of Japan Society of Organization and Accounting (JSOA), General Body Member of Dushtha Shasthya Kendra (DSK), Member of Board of Studies of ICAB and Member of Technical Research Committee of ICAB. He was the Vice President of The Accounting Alumni, University of Dhaka. Success of Dr. Mahfuz is mounted on outstanding academic record. His academic record embeds on admirable combination of engineering and accounting & accountability especially accountability on spending public money. He has awarded PhD in Management Science and Engineering from Institute of Policy and Planning Sciences, University of Tsukuba, Ibaraki, Japan, in March 2001. He obtained an MSC from the same institution in 1998. He obtained M Com and B Com major in Accounting from the University of Dhaka with distinguished record. Reflection of excellent academic record and practical experience in several organizations are evident in the research of Dr. Mahfuz. It should be noted that he is the international managing editor of Monden Institute of Management: Japanese Management and International Studies, Japan. Monden Institute works are published through the Imperial College press which is one of the best research publishing houses in the world. His research interest includes Management Accounting, Management Engineering and Accounting & Accountability in both the private and public sector enterprises. He strives to investigate how accounting and accountability is institutionalized in diverse organization in the LDC environment. His articles are published in the leading journal in the expertise area. Many writings of Dr. Mahfuz are published as book chapters by the renowned international publishers (e.g., Imperial College Press, Springer Nature, Routledge and others). Along with presenting a great number of papers in international conferences he chairs as well as provides jury opinion in the international conferences across the continents in the world. A number of PhD and MPhil candidates are working in the research projects of Dr. Mahfuz under his supervision.

Dr. Syed Masum Ahmed Choudhury, ndc is currently serving as an Additional Secretary, Power Division, Ministry of Power, Energy and Mineral Resources. He became a director of Power Grid Company of Bangladesh Ltd. (PGCB) on 09 February 2023. He is a graduate in Mechanical Engineering from Bangladesh University of Engineering and Technology (BUET), Dhaka and obtained M. Engineering and Ph.D. in industrial and Production Engineering (IPE) from the same institution. He started his carrier as Assistant Engineer in Bangladesh Power Development Board. Then after passing the Bangladesh Civil Service Examination, he joined as Assistant Commissioner of Taxes in 1995 and worked under National Board of Revenue in different capacities up to Joint Commissioner of Taxes. In 2012, he had been promoted as Deputy Secretary and worked in Anti-Corruption Commission and Energy & Mineral Resources Division. He was also posted in a diplomatic assignment in the Embassy of Bangladesh, Berlin as Commercial Counsellor. Promoted as Joint Secretary in 2018, he served in the Ministry of Civil Aviation & Tourism and Ministry of Education. He completed the prestigious National Defence Course in 2021. Besides this he received several trainings at home and abroad as well as took part in different international conferences and negotiation meetings as a member of Bangladesh delegation. He has travelled more than fifty countries around the globe. He is happily married and blessed with a beloved daughter.

Mr. Ajay Kumar Chakraborty Chairman, Bangladesh Rural Electrification Board (BREB), Status in the Board : Director, PGCB Mr. Ajay Kumar Chakraborty, currently working as the Chairman of Bangladesh Rural Electrification Board (BREB), was born in 1968 in Rupganj Upazila of Narayanganj District. He has been joined as one of the Directors of Power Grid Company of Bangladesh Ltd. (PGCB) on 21 January 2024. Mr. Chakraborty obtained B.Sc Engineering Degree in Mechanical Engineering from Bangladesh University of Engineering and Technology in 1992. Later, he obtained Master of Business Administration (MBA) from the Faculty of Business Studies of Dhaka University in 2009 and Masters in Procurement and Supply Management from BRAC University in 2013. He also obtained 3 diplomas namely Foundation Diploma, Advanced Diploma and Graduate Diploma in Procurement and Supply Management from Chartered Institute of Procurement and Supply (CIPS), UK. He started his career in Beximco Group in 1992. Later in 1995, he recommended in Bangladesh Civil Service (BCS) through the 15th BCS examination. He Joined Directorate of Public Works as Assistant Engineer in (Public Works) Cadre. He also Served as Assistant Engineer in Public Works Department in Khulna and BPATC, as Sub-Divisional Engineer in Cox's Bazar, Tangail and Dhaka and as Executive Engineer in Rajshahi and Dhaka. Then in 2012, he joined the Ministry of Public Administration after being promoted as Deputy Secretary. He served for over 4 years in Lien as a Procurement Specialist in a World Bank funded project implemented by Bangladesh University Grants Commission. Later he worked in Central Procurement Technical Unit (CPTU) under IMED of Ministry of Planning and Ministry of Disaster Management and Relief. He was promoted to the post of Joint Secretary in the year 2019, attached to the Cabinet Department and served in the Mujib Centenary celebrations and later worked as an Executive Director in Power Grid Company of Bangladesh Ltd (PGCB). He was promoted as Additional Secretary in 2023 and served in the Technical and Madrasah Education Department of the Ministry of Education. He was appointed as the Chairman of Bangladesh Rural Electrification Board (BREB) on 27 December 2023 and joined BREB on 01 January 2024. He traveled to USA, UK, Australia, Italy, Switzerland, Georgia, China, Singapore, Thailand and India for training and various types of government duties. He is a National Procurement Trainer of CPTU. Two books written by him have been published - the first in 2013 from Germany under the title “Public Procurement Rules: Impact on the Performance of Construction Projects” and the second in 2023 from Dhaka under the title “Science of Sustainable Development.” He is blessed with a daughter and a son. His wife Ruma Ganguly is a house wife.



Faiyez Ahamed

Faiyez Ahamed has been appointed as Director of Power Grid Company of Bangladesh Ltd. on October 21, 2023. He started his career as an Assistant Commissioner in the Office of the Deputy Commissioner, Khulna. He is working as Joint Secretary, Power Division, Ministry of power, Energy and Mineral Resources. Before joining the Power Division, he was working as Joint Secretary (Input), Ministry of Agriculture. As a member of Bangladesh Civil Service Administration Cadre, Faiyez Ahamed worked at different levels of field administration such as Assistant Commissioner and Magistrate, Assistant Commissioner (Land), Magistrate of Speedy Trial Court (Magistrate 1st class), Upazilla Nirbahi Officer, Additional Deputy Commissioner, Deputy Director (Local Government), Private Secretary to Minister, Ministry of Housing and Public Works, Deputy Commissioner & District Magistrate, Bogura. He participated in different skill enrichment training courses in home and abroad. Mr. Faiyez Ahamed was born in a respected muslim family in Mirsarai upazila, Chattogram. He completed his graduation and post-graduation in Mathematics from Jagannath University College under University of Dhaka. He secured first class first position in MSc. He is married and blessed with a beloved daughter.

A.K. M Gause Mohiuddin Ahmed

A.K.M Gause Mohiuddin Ahmed, currently working as the Managing Director of Power Grid company of Bangladesh Ltd. (PGCB), born in a respectable muslim family in 1965 at Tongi Bari in the district of Munshiganj. He assumed the responsibility of the said position on 13th June 2023. Mr. Mohiuddin, having around 35 years of diverse experience in power sector, obtained Bsc. Engineering degree in Electrical and Electronics (EEE) from Bangladesh University of Engineering and Technology (BUET) in 1987. He passed the Higher Secondary School Certificate (HSC) Examination from Notre Dame College, Dhaka in 1981 and Secondary School Certificate (SSC) Examination from Nawabpur Govt. High School, Dhaka in 1979. Soon after possessing the Bsc. degree from BUET he joined Bangladesh Power Development Board (BPDB) as Assistant Engineer in December 1988. He worked in various positions during his long service career. At first he was posted to Shikalbaha Power Plant where he worked for 2.5 years. There after he was assigned to work at the Design and Inspection-2 of Bangladesh Power Development Board, where he worked for around 6.5 years. He was successfully performed and contributed in designing a significant number of 132 kV & 230 kV grid substations of BPDB including new development project of substations. After formation of PGCB, Engr. A.K.M. Gause Mohiuddin Ahmed joined in the company on March 1998 and performed his duty as Sub-Divisional Engineer, Executive Engineer and Superintending Engineer in Design and Quality Control wing until April 2016. In the Design & Quality Control wing he was responsible for 400 kV, 230 kV and 132 kV substation and transmission line design for PGCB grid network including new substation and transmission line development projects. He was also worked in various top level position of PGCB as Superintending Engineer (SE) of SCADA Division, Project Director (SE) of WGND Project and Project Director (Chief Engineer) of ESPNER Project. He also served as Chief Engineer (Project Monitoring) until the appointment of the Managing Director of the Company. During his long service career, Mr. Mohiuddin has participated lots of training programs at home and abroad. He visited many countries as official delegation for training, Inspection of Equipment & Materials and manufacturing process. Mr. Mohiuddin is Life Fellow of the Institution of Engineers, Bangldesh (IEB) and Life Member of the BUET Alumni. He is married and blessed with two beloved sons.
